English: Vycheslav Molotov (Skrybin), Chairman of the Council of People's Commissars (Prime Minister) and Joseph Stalin, General Secretary of the Communist Party. Context: two most powerful managers of USSR. While there were no formal subordination, Stalin was de-facto head of state. Molotov became a protégé of and his close adherent. Active participants in the Great Purge: both as Politburo members approved mass execution/deportation: NKVD Order № 00447 of July 30, 1937. Both signed mass execution lists (Album procedure): Molotov signed 373 lists and Stalin signed 362 lists. Out of the 28 People's Commissars (Ministers) in Molotov's Government, 20 were executed on the orders of Molotov and Stalin. Molotov’s wife Polina Zhemchuzhina was repressed for communicating with Golda Meir, the first Israeli envoy to the USSR at the time.
